I've seen it with the Edge browser and the Brave browser, with and without extensions, and on multiple user profiles. Everything is updated, there are no pending updates or restarts. You could stop using any other apps, or try to raise the max number of apps in developer settings. But I would recommend installing a second web browser (dolphin or something) and hiding the icon.
