WebIt's not that. Same issue. CPU is at 60-50% usage with gpu at 3% usage! Every game goes to 97-99% besides division 2, even Division 1 kicks to 99%. I didn't have the issue until recently also. We've did all the nvidia control panel settings. Not that, We've tried pretty much everything. It's either due to an game update or Windows update.
